Should be part of Core

Does this do anything the average user would see or use. NO! Thats the point! It makes everything work together in a way that is necassary.

Using this API in your code is as easy as it gets. No problem for even a person like me who has a hard time reading and using others code!

A must have for many sites

This module doesn't actually do anything on its own, it's simply an engine for other modules to build on.
If you're running a review site, this module will likely be required by at least one other module you use.

If you're a developer creating a new voting-based module, the Voting API is worth learning. Unfortunately, documentation is somewhat difficult to find, and the module does not come with a readme.txt file. Your best bet is to look at other modules already using it to see how it works.
