My modules page informs me that this version is incompatible with the 6.19 version of Drupal core. I couldn't use it so I have scored it neutral (all 3's).
If this is a bug, drop me a line mikantchap @ hotmail.com and I'll gladly re-review.
I have searched for it alot -- here is a comparison:
views ticker has great views integration, with default blocks for horizontal and vertical scrolling. Only issue is that it can't pause on hover yet.
newsticker is the only one which allows to Pause on hover (but - the module is new - it didn't work when I tried it). It has many effects, but you must manually enter each link (no views integration).
The scrolltext module does a relatively good job - you may select the node types you wish to scroll, but no views integration and no pause on hover.
The taxonomy ticker is also worth mentioning (I haven't checked it).
