After going to the issues queue and finding a zipped splash.module uploaded separately, and updating the module installed, it did exactly what I needed (inserting an html splash page in front of the site). However, not keeping the module maintained in a form that makes it useable right away isn't inspiring.
for those clients that need a splash page, this is perfect. Front page module might have worked well but it was a pain to get it working. Too many things to offer. with the Using different page templates depending on the current path(http://drupal.org/node/104316) it worked like a charm.
